How can you tell gender on Rare parakeets and blue parakeets?

i just got to parakeets one is a blue parakeet and the other is a rare parakett. the rare parakeet is a white color with light blue.

    Rare parakeet is just a name a pet shop puts on a budgie to sell as something special or for more money. It is NOT a type of parakeet ( budgie ) at all just what pet shops do when they either dont know what kind it is or try and sell it as something rare when it isnt.
    Sexing is down to colour of cere and age.
    In young baby budgies, a cere that is purply pink is a boy and a cere with white on it is a female. Later on past their first moult the females cere will go brownish, and depending on what kind of budgie it is the males will mostly turn blue. However certain types of budgies the males cere never turns blue.
