I think they should take a questionnaire to see if they will be a good pet owner also! n if what kind of pet they should get!
But the questionnaire may not always be accurate bc ppl can lie!

Best encourage people to read pet care manuals. These days they are well written and illustrated and always open with the question, ‘Are you a suitable person to look after a pet like this?’

I adopted a kitten last summer. Yes, I had to fill out a 3 page application then interview with the manager of the SPCA. As this kitten had only one eye, they told me that he could never go outside. I was almost refused the adoption, as I disagreed with that statement. When I explained that I already owned a one eyed cat that is an outside animal, they agreed to let me adopt this little one.

While people can lie on a paper application, I believe that the interview process could possibly weed out any that were not sincere in their wish to give an animal a loving forever home.

Have you read some of the post on here about shooting rabbits and such? Makes me cringe!

The questionaire would be a good idea. However, people do lie.

Cruel people can lie, and some people will be thought to be cruel to animals when they are just misinformed or when the person questioning them is overzealous. My dog was ‘rescued’ (stolen) by someone who took her out of our garden when she wrongly assumed that she was an outside dog and/or a stray (she was never clear about which one she thought she was).
