Pet health insurance business, what would I need?

I am interested in starting my own Pet Health insurance business and am wondering if anyone out there knows what licenses, permits and whatnot I may need to accomplish this?
You’ll need a business plan and reserves (aka, lots of money) to pay bills. Contact your state insurance department for detailed information.
Check with your state insurance commissioner. It is probably pretty tough with a large amount of cash or bonding up front.
