Should there be requirements for pet owners?

I know most pet stores make you sign a form that states you will take care of the animal before you take it home. I was just wondering if there was anything more that could be done to prevent the wrong types of people adopting pets. What kind of suggestions do you have?

    you should have to pas a test about the breed/animal you are getting and people should come and inspect your home to make sure that your house won’t be shredded to peices by the new pet! hope this helps! :-)

    In the UK if you want to adopt an animal what ever the type you need to fill out forms then a home visit where you get vetted by RSPCA etc to see if your home is suitable for that animal, if not you ain’t got no chance in adopting it.

    That way it lowers the abuse/neglect of animals.

    Did you mean like adopting from an animal shelter?
    Most animal shelters are getting a lot more strict about who adopts from them. I’ve turned in as much as a 9 page application before for a cat, detailing what our home was like and what we would do in various situations.
    Around here, pet stores don’t require you to sign anything. You just pay the money and take the pet home.. We have one pet store that will make sure you buy the right equipment first, but, most of them don’t care at all..
