Can you trust the health of pet store animals?

We all know puppies in pet stores come from puppy mills, bad, but what about other animals in the store? Do they typically have a horrible upbringing and likely have health issues? Like snakes, ferrets, etc.
What is the best technique on making my three parakeets trust me?
I want to make my three parakeets trust me so that I can tame them. I’ve been wanting to tame for about 2 months now but I never get to the point that to tame them because they are always scared of me when ever I get near their cage. I barely talk to them because I don’t know what to talk about with them. What should I talk about when I’m talking to my parakeets? I don’t want to make my parakeets talk just yet. And what is the best way to make my parakeets trust me? Do I still have a chance to make parakeets trust because I barely to talk to them? All I to do them is check on them every 15 minutes a day and say hello to them,say how are you, and clean their food and water cups. I also read to them but only 4 pages everyday. That is what I ever do. HELP?
